Enable Admin to receive open shift approval emails on all/specific sites

I learned recently that if you add a manager to a particular site, open shift approval emails will be filtered towards that manager. This is great, though in our situation we have a Part Time manager - meaning that open shift approval emails aren't being noticed until the managers next working day.
Allow Admin to receive open shift approval emails on all sites or specific sites, in addition to the sites manager.
