Allow differing default breaks for different sites.

I've separated the kitchen and front of house (different sites) so I could allow default breaks to assign for the FOH staff. The kitchen will simply not log breaks as they just take 5 here and there as they please. It's making it hard to allocate hours accurately, as you cannot have different break settings for the different sites.
