Stop you being able to assign an employee to a shift if there is lack or availability or quals

Currently, RosterElf will still allow you to assign employees to shifts even if they have conflicts (like unavailability or lack of qualifications), but it will display roster warnings to alert you of potential issues. These warnings appear as icons next to the shift—hover over them to see details about the conflict.

Could it be changed so users can choose to NOT allow assigning of shifts to employees with conflicts? Very easy to miss the warning icon when rostering 60 people a week :(
