Archiving employees

when an employee ceases work we should be able to turn off their access to the system until the last pay is processed, the only thing available is to delete employee - if i then want to process the last pay / hours owed, I have to reinstate the employee. there should be a middle step, where the employee can not access our system, but pay can be processed before deleting. Or allow pay to be processed for a deleted employee.
